Certain exceptions apply - however, you should make sure to clarify the requirements prior to lodging a UK Spouse visa. The IELTS (International English Language Testing System) is an approved test and applicants should aim for a pass of 6.5 in each of the four components of the General test (minimum requirement).

English testing compulsory from 29th November for UK visa applications
From 29 November 2010 English language testing will now be compulsory for applicants applying for leave to enter or remain in the UK under Part 8 of the Immigration Rules as the the spouse, civil partner, same-sex partner or unmarried partner of a sponsor who is British or is present and settled in the UK.
